This is because the BoS is a dying faction. They lost several wars against the NCR, and were forced into hiding.
Even if they were more powerful, they still wouldn't be the silly white knights from FO3. They would be a powerful, xenophobic tech cult that will kill you for a laser rifle, instead of being a weak, xenophobic tech cult that needs the Courier's help to even survive.
As for the Enclave, we destroyed the faction 14 years ago in Fallout 2.

Slight mistake in my post:
15 years. Fallout 2 was released in -98.
Attempting to murder a high-ranking lieutenant for one screw-up is criminally stupid policy and one likely to result in people not only refusing to ever use their own talents and initiative, but also either defecting to others or attempting to kill you and take over, at the drop of a hat, on the theory that if they don't they're just going to end up executed anyway. That's in addition to the short-term thinking that goes into obliterating towns, when you *need* the food and resources and infrastructure.
Also, an inherent problem with the Legion and House factions is that both have power completely concentrated on a single individual for personal reasons, w/o consent of the governed. That's not good for stability once they're dead.
And really, it was just a convenient excuse. Joshua is a charismatic, ruthless fellow much like Caesar and he was probably a lot more well liked by his soldiers than the big man upstairs. He was a threat to Caesar in a very real way, so he had him removed at the first convenience.
It`s not a problem if there is a clear line of succession or it jsut never becomes an issue though. House will probably twitch in his tube for a LONG time, and even assuming that fails he has the Courier as a very visible, very competent heir set up.
Caesar is trickier since he`s still mortal and the Legion takes an exceptional individual to wrangle into submission, but those do exists. Lanius, possibly Vulpes, the Courier.
Kimball has been president for 43 years now. Can you say "GOP" ? If the vast majority of the land claimed by the NCR actually consents to Kimball or the NCR rule in general I will be VERY surprised.
Anyway, I ended up liking house because he has the ability to advance human civilization moreso than any other faction. I used to think NCR would be 'canon' but now I believe house would be. Especially since if you kill him you get a message about how a tragedy has befallen mankind..etc. plus house needs the outside help of people, since an army of robots could easily be defeated, so there's a lot to build upon there. I hope they make new vegas 2. I want it more than any other game.
