I'd check to see what your current carryweight value is, first. You should be able to check that with "player.getav carryweight" and check the number it's set at. I'm guessing if it is bugged, it'll be changed instead of modified by some amount. No clue, since I haven't had that happen yet. My problem is that the game keeps crashing randomly when I enter/exit buildings.
That's an interesting drop, because that's a lower carry weight than what you'd have with a strength of 1. It looks to me like something specifically inflicted a 33% carry weight drop, but I don't know what that would be.
Seamoose might have your answer. At the start of Dead Money, you lose all your equipment. If you had armour that increased your strength, you lose it when you start the dlc. Load the last save you had from before starting Dead Money and check the stats of all your equiped armour/clothing.
Simply use the console commands from Charley Quinn's post to check your carry weight and fix it if it's actually bugged.
I personally run Sawyer's mod, which reduces base carry weight from 150 to 50. My post up there assumed the OP doesn't run mods that change the limits as he had a normal 190 w/ 4S previously.
Actually, I do have mods running. My bad, should have mentioned. I've got Project Nevada, oHUD, and everything else is visual stuff like retextures, better effects, and The Director's Chair.
Did you create the character before installing PN? If the guy above me is correct, your carry limit should be lower than 190 w/ 4S when PN is installed.
