(Bug Help) No Gods, No Masters

In the quest "No Gods, No Masters" I run into a bug where after speaking to Legate (whether you talk it out or kill him) the part where general oliver blasts the gate down never happens and I've reloaded this quest from the beginning several times.

A similiar bug happened to me in Helios One where I cannot fix the geneator or get python to do it.

Oh, Also my computer has the Ehome Infrared Transciever and I can't use the console either because if I uninstall the transciever my computer gets flush errors and has to be set back to an earlier date.

All in all, The quest won't function and I need help.

Did you try to make this quest from the start? Or go to old saves and see if the bug continues even before the question! Try to search on wiki or steam forums, i've got a problem that after the Old World blues, literally, in Big Mountain all my reputation with NCR, Legion and Khans went to Neutral, do you know why?

Can't say I know about the reputation thing, The rep is leveled out by a counter just like the Karma is so it make have reseted. Also, Yes I go bac to saves even before the SYS save that asks me if I want to go or not.
I do have mods for casm and unlimited companions but, I turned off casm and the only companion I took with me is Boone.
