As i couldn't care less about any other game in that matter, i really want a Fallout themed background.

That would be amazing, but I wonder how the agreement works between developers and Steam. Does Obsidian/Bethesda have to agree to it first?

That would be cool, but there's no one working on the game anymore. Support was dropped 2 years ago.

So far, only indie games ( no publishers to screw with the process ) and games that are still supported have gotten cards and badges.

Bethesda owns the rights to Fallout now, there's no way Brian Fargo's inXile could do anything with Fallout 2.

I would like them very much, my favorite game, having a background of the Hoover Damn would be nice, also some emotes, like the fallout boy with his "like" finger

There is only a 1% chance of this actually happening Fallout new vegas isnt supported for like 2 years now Obsidian entertainment or Bethesda need to agree to have the Trading cards and since the game isnt supported it wont happen

Well, in the faq for trading cards, it does say somewhere that Steam might allow users to create content such as backgrounds and emotes or whatever somewhere down the line.
