The DM -> OWB -> LR order ensures the best possible experience with the Courier's personal story, so that's how they should be played the first time.
HH is probably the best to do really early on, pretty much as soon as you get out of goodsprings, as they require you to bring under 70 lbs of gear or something like that. Plus the stuff it gives you at the end is great for the rest of the game.
Other than that, DM is really immersive and makes you truely fight for your life, OWB is probably the most fun and has lots of sci fi stuff, in addition to one of the weirdest conversations you will ever have, and LR is gritty, and extremely challenging especially at the end.
I am currently level 7 and at The Strip looking for Benny so when is a good time to start a DLC?
Personally I have started the DLCs around 15 the last few times just to get my skills up a little more
Here's a warning about HH, by the way. There's a crucial speech check of 90 at the end of it. You won't miss out on any gear if you don't pass it, I just find it the best ending.
