The console command that enables god mode.
As Dosbilliam said, they only unlock when you get the corresponding in-game challenge.
Anyway, I managed to unlock them by loading old saves. I keep all of my saves, so I have them going all the way back to the beginning of the game. All I did to get the Crafty achievement was to load the first save after completing the "tutorial" (which was about an hour into the game), go to the reloading bench and break down 20 rounds of ammo and it popped up. Jury Rigger was easy to get as well, I loaded another save not long after that one where the Pip Boy showed I had repaired 27 items. I was using the Goodsprings School house to stash stuff, and I had enough extra guns in there to repair three things and get that one. That save was 4 hours into the game.
The No Tumbler Fumbler was harder to get as the closest save I had where I had not already picked 25 locks had me at 20 locks. This save was about 12 hours into the game with my character at level 3. I found 5 unpicked locks at the NCRCF, but 4 of them required a Lock Pick skill of 50 and I was at 42. I could get the skill to 50 with a magazine, but I only had one. Two of the locks were impossible to pick without being seen, and it took me a few tries to do it without getting killed.
The Crafty and Jury Rigger achievements were both achievements that should have been unlocked within the first few hours of the game, but they weren't. I do remember having to disable the Steam overlay in FNV until the first patch for some reason, but disabling the overlay doesn't stop achievements.
It might, depending on the exact implementation of the fix. If it disables all the community features along with the overlay, you won't get any achievements either.
