Any outfits in particular? If they weren't removed from the GECK you may just be able to get them through the console (or place them in the world using the GECK)
I don't think you're allowed to port content from one game to another, so only the FO3 stuff found in NV's GECK is fair game. At least the Nexus often takes down mods that have FO3 content, but don't require you to own it.
That brings me to a new question. Is there any specific program I need to edit textures/ meshes. Or is that just a pain or photoshop thing?
Not sure if you'll be able to get that Anchorage armor without ripping the assets for it out of Anchorage using the GECK and then re-create it in the New Vegas GECK.
This is the only mod I can seem to find, most of them are for weapons. The other option is looking through the GECK for New Vegas yourself and seeing if you can find any remains of Fallout 3 items that can be used.

It will probably be in Tale of Two Wastelands, I think they've tried to get all the FO3 content in it (which is why it requires the Fallout 3 GOTY edition for all the DLC).

Unless you're a pretty good 3d modeller as it is, you'll probably have a hard time recreating the meshes. Just rip them, the nexus isn't the only place that hosts mods (It just has the largest amount of them, and the worst community and moderators I've ever seen next to the Mount and Blade modding scene)
Well, at least the off-topic and modding section are great, I never really venture into the general discussions.
But yeah, back on topic. Ripping out content from FO3 and porting it to FNV without requiring ownership of FO3 is in the grey area. Many mods that do that have been removed from the Nexus, but obviously some stay.
From most of the time I spent playing with M&B and messing around with mods, I found many modders to be entitled ♥♥♥♥♥♥♥♥ unwilling to share their work with others (in terms of mod compilations), would password protect files to prevent players from tweaking the mod themselves, and get indignant and throw a hissy fit whenever anybody said anything that had a whiff of criticism.
And yet the nexus is still worse.
But back on topic. Many mods on the nexus have plenty of content that has not only been ripped from fallout 3, but other games entirely. They do get removed (after a long, long, time) if they get reported enough, but the nexus isn't the only place you can host a mod.

The community can be hostile if you're a lazy ♥♥♥♥, but if you behave and use the search feature, there won't be any problems.
I only ever saw behaviour like that in the unofficial MBX modding forum. That place was horrible and full of content ripped from games and other such questionable things.
The Nexus really doesn't even have a community, most people just download mods and never say anything or endorse mods. Very little regulation in regards to copyright infrigement and such. Nice from a mod user's standpoint, but its still questionable behaviour from the Nexus owner's part. Especially with Skyrim's mod scene exploding like it did, I think they need to start enforcing their rules more strictly, to avoid lawsuits for hosting content like that.
If you just want Fallout 3 stuff in New Vegas, Tale of Two Wastelands will do it.
Alright sounds good. Do you do texture edits? I have a few ideas for FNV add on and all the stuff I want edited is on FNV. I would request a editing of a exsisting armor.

You can just make textures using photoshop/paint/gimp. Or use the built in shaders (but these don't seem to play nice with external applications)
But you can do everything you want (Making a quest, modifying existing items) using the GECK.
