No UI in main menu screen- probably due to mods

When I launch NV directly from Steam or with NVSE (New Vegas Script Extender) there isn't any UI on the main menu screen. Also my mouse cursor isn't visible on the main menu screen. All I see on the main menu screen is the NCR Ranger. I have to exit the game by using the Task Manager. While trying to fix this issue I found out that my Steam Overlay isn't working for any of my games (even though it's enabled in my settings).
I am most likely encountering this problem because I recently reinstalled NV along with a bunch of mods from Nexus Mod Manager (NMM), which allows you to download mods, installs them for you, and I think puts them in the proper load order.
Only a handful of the mods that I installed add and/or change the UI and the files in the ...\Fallout New Vegas\Data\Menus folder and subfolders. While installing the mods I did overwrite some xml files in said folders, but I am not sure if they are the xml files for the main menu.

Super late but just to let anyone else using NMM know, it doesn't put mods in the correct load order, that is solely down to you.
Btw this issue isn't a result of a UI mod but a missing master file.
