Project Nevada Lowered my Max Health?
Before I installed Project Nevada my max health was in the 500s but after installing Project Nevada, my max health decreaded into the 100s.

Is this normal or is there issues with Project Nevada being used in saves that never used Project Nevada before? Will I need to start a new game to get Project Nevada to work properly?

One of the main features of Project Nevada is lowered HP for both the player and all NPCs. Says so right on their Nexus page..
So does this mean Project Nevada is working properly in my save that was never using Project Nevada before?

Probably, yes. I don't personally use that mod, but if you don't see any missing features and such, I'd say its working just fine.
Where in the Nexus page does it say that the HP gets lowered? I searched everywhere and I can't find where it says this.
Yes, that is what it means. I have never heard of nor used Project Nevada, but a lot of overhauls for TES and Fallout feature reduced health to make the game harder or add realism. Also, the Steam community is one of the last few places you'll want to check for mod help. Assuming you're using FNVNexus, read over the mod's description page. If that doesn't help, look through or post your problem on the mod's discussion. I can't garuntee that you'll get the best answers here all the time, as there are a lot of @-holes on the internet.

In the "Rebalance" section of their Nexus page[newvegas.nexusmods.com], it clearly states "* Less Hitpoints for Player and NPCs", among other things. About halfway down the page.
I see it now. I was looking for it the wrong way. Trying to find less health or lowered health.

Yeah, hitpoints with no space is a weird way to say it. I didn't spot at first myself.
I just got Project Nevada and the dlc patch for it but now I have different versions that I can load.

-Project Nevada - Dead Money.esp
-Project Nevada - Dead Money (Rebalance).esp

-Project Nevada - Gun Runners' Arsenal.esp
-Project Nevada - Gun Runners' Arsenal (Rebalance).esp

-Project Nevada - Old World Blues.esp
-Project Nevada - Old World Blues (No Cyberware).esp

So for Dead Money and Gun Runner's Arsenal, do both esp need to be enabled or just rebalance? For Old Worl Blues I just need the normal one enabled and not the other one?
I'm pretty sure the non-rebalance ESP simply adds whatever features PN has to the DLCs, and when loaded with the rebalance one, it also.. you know, rebalances all NPCs and weapons found in the DLCs. No idea what the cyberware thingy does, though.
All the ones with rebalance at the end have a bigger file size than the ones without it so I was wondering if the ones with rebalace arleady contain the other stuff in them. I don't know if I need to enable both of them to get it to work properly but I also don't want to enable both of them if it is the other way and it causing them to conflict.
Just checked their Nexus page, and the impression I got is that the rebalance and normal .esps are completely separate, and if you want both the PN features and the rebalances, you need to enable both.

You could just enable them all and see if the game crashes. If it does, disable one or the other, if it doesn't, carry on as normal. Remember to back up your saves if you go this route, don't want to corrupt anything.

The core .esps and the rebalance .esps are just different parts of the mod, the core is probably always needed, with rebalance and the cyberware thingies being optional. I think..

...you CAN just set the PN mod options to "vanilla" to get your hp back...it's not rocket science...
