That said, they only spawn at certain points, so if you avoid them by long-way-around routes or fast travel then you will be able to save yourself some fights.
However, they do have tons of high-value gear and come at you in predictable patterns...
I seem to remember them really liking my silenced 10mm submachine gun...they always wanted to come right up close to check it out.

Even without heavy weaponery (strength 2 is a bit low for that), 2 companions (a robot and a human) will keep them busy long enough to allow you to pick them up one by one easily with the light stuff.
There is a perk which loweres the strength requirements for weapons by 2.
There is also the Brotherhood of Steel. They don't care which side are you on, and becoming a member allows you to wear good armor and buy a thermic lance from them. Which is great against the assassins, even having melee skills at a minimum. It paralizes them and ignores the armor completely.
When you finally get tired of killing them, or when you don't need the ~50XP/ a piece anymore, kill Caesar and that's that... almost. But I'd put some points in melee. They are particularly needed in Sierra Madre (where you can get really rich, you'd like to complete that).
