The game isn't really that upfront about the Pip-Boy Light that I've seen, except the tooltip that mentions it. I think my first F3 character was 30 hours or so into the game before I knew about the damned thing. :P

Also look for a drug called Cateye - it gives you improved low-light vision.

You are more visable to the enemy with the Pip-Boy light. You are not more visable with the Cateye drug.

Cateye gives the game a weird color, though. The Riot Gear helmet does about the same thing when crouching, and it made Lonesome Road a pain in 100 asses at night. x.x
