That was Broken Steel. If they bring the Enclave back with anything more than what was in NV, it's going to hit the entire fan department. :P
I'm not saying their games are bad ( I'm not a fan myself, but hey.. ), but that the actual dialogue and stories in their games are quite poor. The worlds look really damn good, for the most part, but NPCs can always be defined with one or two words ("arrogant ♥♥♥♥", "stupid evil"), quests are predictable and lack any deeper meaning or content ( morality, religion, social issues etc. ).
That's fine in their specific sub-genre of RPGs, where the focus is on going to caves and beating the snot out of beavers and squirrels, but that's not at all what Fallout is.
Shivering Isles and the quest inside the painting were pretty good, though.
I could go on for a bit more, but I need to get some sleep.

People love Skyrim. Does that mean Skyrim is a literary masterpiece? Of course not.
No one could possibly play Beth games for the story. They're about freedom to do whatever the flip you want, in a shallow puddle the size of an ocean (to quote someone I can't remember).
I take it you've never played Planescape: Torment, Fallout, Fallout 2, Arcanum: Of Steamworks and Magick Obscura, VTMB and several other RPGs with stellar writing, hm?
And yeah, Dos, Beth's writing is miles above the average dungeon crawler, but far below "proper" RPGs with an actual focus on narrative.

Arcanum is another excellent piece of video game storytelling, as it tricks you into thinking it's yet another clichéd fantasy story with a "Chosen One" saving the world, and.. yeah, it's really quite clever. If you liked Fallout and Fallout 2, I wholeheartedly encourage you to give it a try. Features similar gameplay as Fallout, but with a nice steampunk fantasy twist.
edit: Oh man, Civ 3... I played hundreds of hours of that, even though Civ 2 (and Civ 4 ) is superior in just about every way.
