What you need to do is unzip the folder you downloaded. Then you extract then contents to an easy-to-reach location, then place the files into your New Vegas data folder (by default, this is in C:\Program Files\Steam\steamapps\common\Fallout New Vegas\data). Alternatively, you could just pull the files directly from the mod's folder to your NV directory and put them wherever needed.
If there is a plugin file, which is also known as an esp, you need to activate that. To activate it, you need to either pull up the game's default launcher, click "Data files," then find the plugin and make sure it is checked, or, and this is the recommended option, get a mod manager (which can be found on the Nexus website), and activate it from there.
If you did it right, the mod should work properly and you might see it at work, depending on what mod you installed. These instructions will likely work for maybe 90% of the mods you'll ever use, but there are some odd ones out there, so I must stress that you read the mod's own instructions, as it may require that you install it in a specific way.
Also keep in mind that load order is important. What order your mods load in can determine whether or not they actually work, since they might conflict unless arranged a certain way, or one mod might be completely dependent on another, and will not work if the other loads after it (For example, if mod "A" is dependent on mod "B", then mod "A" will not work and your game will crash unless it loads after "B").

open you fonv new vegas folder loacated by default steam/steam apps/common/fallout nv
drag and drop the files you have downloaded
start fonv
data files
tick the mod's box

Yes, you HAVE to use NVSE. The most common issue people have with installing NVSE is they put it in the wrong place. Put all the files in the /Fallout New Vegas folder, not the /Data folder. There should be the "FalloutNV.exe" file in the place you put it.
Fomm can be used for Fallout 3 and Fallout New Vegas it can be found on the nexus and somewhere else i believe ( when searching the Nexus try to search for mod manager as fomm alone doesn't give good results)

A quest mod for New Vegas is <new vegas bounties> not a lot of talk as it is a bountyhuntermod there also is a sucsessor to part 1 and the second part even has voice acting ..
Edit2: for easy manual mod installing create a shortcut of the Data dir in new vegas dir, so you can always quikly open that dir and move files into the the Data dir
Note :: FOmm does that installing for you except with some mods wich wont properly install with the FOmm iinstaller...
Great advice, actually. I prefer to only use the mod manager when I have to, but it's a great idea for those who don't want to mess up.
