This SPECIAL build has a few focuses in mind. Primary combat focus is Guns. Early, you'll use 9mms, 10mms, .22s, and 5.56s, and .308s. (That entails Pistols, and small caliber rifles such as Varmint Rifle, Hunting Rifle, Sniper Rifle, and my favorite early game gun to give you a ridiculous edge, the Rat Slayer.) Above average Perception allows you to spot the Red on your radar much earlier allow you to approach the situation from the best possible strategic angle, while being able to make sure you have a path to escape if things go south. Agility is self-explanitory. It allows you to have more AP, thus allowing you to quickly unleash VATS when the situation calls for it. There are some decent perks to allow for some pretty nice carnage (Grim Reaper, Commando/Gunslinger, Sniper, few others) with AP usage. Ingelligence is perhaps one of my most important SPECIAL, as it allows you to gather many more skill points down the line, with a lot of helpful intelligence related perks that come up to help with your time scavenging in the Wasteland. Luck, I always keep at 8 for one reason, and one reason only - Casinos (Once you get Naughty Nightware and Lucky Shades, you'll reach 10 luck, with or without an Implant.) Luck, besides determining your critical chance and bit of stat bonuses on the side, has a key role in how comfortably you will proceed in your playthrough. Once you reach Casinos, (and you will very shortly after starting) whether it is in Freeside at the Wrangler, or the various venues on the Strip, head STRAIGHT for the Black Jack table. This is the easiest way to earn caps in the game, by far, and will undoubtedly prepare you for any challenge in the future, Make a save before starting this, as you will need to reload quite a few times to get banned from each Casino for reaching the Cap payout limit. With high luck, you'll almost always receive a 2 card combination that adds to between 8 and 11, as well as have a much higher chance of receiving cards after you hit that get you to 21 (or as close to it). I've done this extensively with the different Luck values, and you'll see a SIGNIFICANT change in the chance for winning from 1 Luck versus 10. (10 almost guarantees that you can go 4 - 5 bets in a row and win consistently, allowing for very minimal reloads.) Always save after each round of winnings though, because you never know when you'll lose, and you want to keep as much of the winnings as possible. With this strategy, even before you get a few quests in, you'll be travelling around in Casino Comp armor, lugging around an Inventory full of caps, chems, stims, ammo, and guns.
Some playthrough strategies I follow each time are the following.
- I generally get my 3 tagged skills to approximately 50 before working on other skills.
- Lockpick is the very next skill I allocate points into, as getting it to 25 is crucial for looting early game lockers, cabinets, ammo boxes, and certain doors. And as a bonus, free exp never hurt from making a bit of caps.
- Boone and ED-E are my 2 choice companions for my journey throughout the game. I haven't found any other combination as pontent. ED-E allows you to extend your Perception range on your radar to pick up Reds MUCH further (almost to the point where you can't physically see them on your screen, but they appear on your HUD, while Boone has incredible Range support, so much that he can solo engage enemies and take down a good number of them before I even have to fire a shot.
- As much as people don't like to take the Karma loss, if you can find a Travelling Merchant early on, I normally kill one for his outfit (Hat + Clothes). Both give a +5 Barter Bonus, which is a big deal, as any extra caps you acculumate will allow you to be better prepared for supplies, information, or even bribery, if the situation calls for it.
- The story quest should be the least of your worries until you get yourself set up for the long haul. There is plenty more to do than just get to the end.. That's not what Fallout is meant for.
Sneak is mainly for killing stuff. You get an automatic crit when you sneak attack (like in Elder Scrolls).
And one fun build id recommend is Explosives with 10 points of Luck, NOW THAT IS FUN!
Ive beaten the game over 5 times all on very hard difficulties, and if you are looking for a really good time, change the difficulty to very hard and try adding perks, not ones that necessarily change the game play, but add to it. For example, confirmed bachelor is cool! but you wouldn't waste a perk on it, adding it in through your ~ command is easy and now you just have more detail, it wont change the game majorly,, that's how i play. THIS GAME IS AWESOME!

This may seem "cheap" but the majority of these are just in game add ons, Perks that would never normally be selected.
I also noticed that caps always seem to be a problem and you can't buy cool ♥♥♥♥!
So thats right, i add caps too, just so i can buy the stuff i want, and i only add a small amount to get me started. ENJOY!!!

The damage formula is actually fairly complex, but fortunately, this being a video game, the computer does that for us. The programming language has nothing whatsoever to do with it, you're just spouting nonsense.

But then you say
Confirmed Bachelor is a 10% damage increase against men.
That's pretty significant, especially for the type of mass murderer character you seem to enjoy.
Why?
Survival is far better than Medicine for healing. If you're going to do the science thing, you should pick the most efficient skills, yo.
What about Repair, Lockpick and Barter? Undeniably some of the most useful skills in the game.
Anyone with half a neuron and 10 minutes of experience with RPGs knows this. Specialization is good, that's common sense.
Jury Rigging, Hand Loader and Educated are some of the absolute best perks in the game.
Confirmed Bachelor (and the other variants) are all decent too; a 10% damage increase is pretty good for a perk with no requirements.
Pack Rat is brilliant for scavenging, Vigilant Recycler is excellent for EW builds if GRA is installed.
The rest aren't as good (or are absolutely ♥♥♥♥, like Swift Learner), but I don't see a reason to add them by cheating.
Jury Rigging is a fantasic perk. There is no end to the usefulness of being able to repair your weapon on the fly with the weapon of the guy you just shot down. And jury rigging is a must-have for anyone using guns (which in fact are not terrible).
It makes you hundreds of thousands of caps and totally negates the item degradation mechanic.
