As for the strip, Cesar or Lanius will both conquer the strip and enslave almost everyone in it. I say almost because of some legion spies and allies to cesars depending on your choices.
It really depends on your personal choices really, if you think a more modern version of the roman empire should conquer the west, go ahead. Every endings are special in lore.
I have never done an legion ending 700+ hours played 8 full playthroughs.
Also the irony of accurately describing the tribal pre-civ stuff but missing the satire of the Legion just because "based"
Some people said Legion ending is kinda like dystopia for the wasteland.
I think they just want to save the civilization from degeneratory with their way
Everybody wants to save the world, they just can't agree on how.
Legion is arguably the worst endgame for a stable region, Caesar is dying and the rest of the gang are pretty much violent sociopaths so when he's gone we're looking at a totalitarian regime with institutionalized mutilation, rape and slavery run by bloodthirsty psychopaths. Its basically a failed experiment at Enlightened Despotism
In the "perfect" world where Caesar lives a long life after the battle of Hoover Dam what is his plan? He says owning New Vegas will transform his nomadic army to a proper civilization but doesn't elaborate how or why, what's wrong with any of the cities they've conquered before now? NCR didn't need Vegas to start resembling a civilization, why does the legion? The legion is essentially a swarm of locust or like the Huns, they're a competent and threatening military force with no stability or staying power (hell, this is pretty much what you say to Lanius to get him to dip).
