No.

It's really quite easy to do with the console, though. Read this[fallout.gamepedia.com] for the exact commands. Make sure you save and restart after doing this, if you care about achievements.

I just learned about a cool perk unlockable at 90 repair.
Problem is, Im level 28 and 50 skill points short.

Well, in that case, you'll just have to deal with it and plan ahead on the next playthrough!

This is what makes NV such a great RPG. Your choice (to not level up repair early) bit you in the ass, instead of just slapping a bit and saying "Oh it's okay, here, have this perk."

Or use the console.

Oh, and if New Vegas pops up as a daily deal during this autumn sale, I would absolutely recommend you pick up the Ultimate Edition. You'll get an ungodly amount of extra content and a level cap of 50 for a ridiculous price.

Hi, I'm a time traveler. I come from the year 2022. A genocidal pandemic has given me time to reflect and play New Vegas locked up at home. That is how I came to this post in search of answers.
I recently used the commands to lower my level from 50 to 42 in order to get some extra perks and distribute more points. However, I have chosen level 42 instead of 30 because the game will crash if I have all skill points maxed out but can no longer distribute level-up points.
I hope with this decision I have greater range to plan the Perks.
