Only if you use VATs a lot, as they only appear in vats.

But yeah they are pretty good, but the problem is that they sometimes get stuck so the "attack sequence" takes forever.

This is pretty much an issue that entirely cripples the perks. You're better off picking something that makes your character more powerful -all the time-, instead of something based entirely on luck (first to actually get one of them to spawn, and then to work properly)

TBH I always found them kinda useless perks as I dont use vats that much, but even when I do, i find that some other perks that effect the accuracy in vats is more usefull.
