FIX: My character walks TOO SLOW (!)
If you don't mind forgoing achievements, do the following:
Open the console with the ~ (thats tilde, near the 1 key).
type in: Setgs Fmoverunmult 6
press ENTER
Now hit ~ again. Crouch & uncrouch to change movement speed to the new one.
You should notice it's alot easier to actually move around.
This is not 'cheating' per say as it affects ALL character movement speeds. Now you can move like a normal human. Got sick of the slow-as-molasses-in-january movement speed myself so thought i'd help others.

when you restart the game, will it be back at the normal walk speed?

If you start the game it will be at the default, *unless* you've changed the default value in the game config files.
It never really bothered me as i've set the level cap increase parameter and the walking parameter to a batch file named 'belfry' and can type 'bat belfry' in the console and it does the work. I surmise you could look up a speed modification mod and a level cap mod, but honestly, when you already know the commands, and can change the game to work for you with a simple 2 second input bit, it's easy.

Look up how to use the bat command in console, it should be there on the wiki.
you can also set your traders to essential this way too, or anyone else you don't want getting butchered, if you have mods such as AWOP that have more traders (frankie, from frankie's guns and ammo, like to walk outside, so has haywood and roach from freetech broadcasting). this way when you've gone to level 50, and there are mega-monsters spawning nearby and you have traders that'd normally die in <0.1 seconds from a super-strong scorpio or a tarantula, they just get knocked out vs dead. Losing traders is just bleh, sure, realism is one thing but don't wanna lose the traders.

thank you for the very thorough reply! i was mainly asking because i've never been able to get my game to recognize any console command to begin with, so i was wondering if it would "stick" if i was able to get a command to work for once. i think i'll start a thread about why i can't get the console to work now.

would that be in the console? doesn't sound like something to be added to the configs. (sorry, i had a few shots and am a bit fuzzy right now) what is the default speed number? thanks in advance.
Player.modav etc modifies the player speed only, I chose to modify all speeds to intensify the action, as playing Fallout when used to many fps's felt like molasses in january. This way it's not quite as much cheating as player.modav is - but to each thier own.
