What's with Vault 19?

I've accessed the terminal in vault 19 and it tells me that the way to the lower section is through a door under the desk in that room. Well, I can't see a desk and I've searched the room thoroughly and there's only the terminal and the con to interact with. The only other doors that might lead on to more things, are the red and blue doors that need keys. Do I need to be given a quest before I can do anything there?

There's another way down which you'll have to take first.
The 'desk' it refers to is one of those circular overseer desks in each of the two rooms where Samuel Cooke and Lem are.
You'll need to speak to them and agree to help one or the other to get either the red key or the blue key.

Thanx JDC. I wasn't given a help option with Lem and I didn't meet Sam Cooke despite going several times round the only rooms it allows me access to, so I'm not sure what's going on there. I will go back tomorrow and see if I can find Sam cooke.
