i got another question now though. will the 4gb program still work if i launch from steam, or do i have to launch the game from it's .exe to take advantage of it? i'd like to be able to take screenshots once in a while. i guess i could figure out the "print screen" button if i have to, but i've never really used it.

Move fn4gb.exe and all other files in the same folder to NV's root folder.
Rename fn4gb.exe to FalloutNVLauncher.exe. Steam will now launch the 4gb fix when you launch the game through your library.
It's just the fn4gb.exe. Didn't remember the original name of the file, that's all.
If you do encounter any issues with it, please do tell. I've personally used this method for 3 years now, but some people seem to have some problems with it.
