How to get quest from Lt. Hayes in Primm

How do you get the quest dialouge in Primm to help the NCR with the poweder ganers who have taken over the town?

There is no dialouge tree that activates a help the NCR option request.

Do I have to go into the town and meet with the residents inside first?

You have to talk to Eddie in the prison.

You don't get a quest to help the NCR with the Powder Gangers. You can talk to the LT after you've dealt with the Powder Gangers yourself and have gotten the quest to install a new sheriff. He's the guy who helps install an NCR sheriff. There are a couple of other guys you can talk to to get them to be sheriff instead.
