It was created by Joshua Sawyer, the lead designer of New Vegas, who also wrote quite alot of characters in the game and the DLC and also did all of the Aces-theatre-songs. The mod basically rebalances the entire game and brings it closer to how they originally wanted the game to be: challenging. Also increases RPG elements and fixes a few bugs. Another mod I'd recommend is RHK companion cure. http://www.nexusmods.com/newvegas/mods/40695/? It allows to apply antivenom on poisoned companions, pretty usefull. XFO - 9a http://www.nexusmods.com/newvegas/mods/39058/? is another useful mod, it's a combat AI overhaul, makes NPCs act alot smarter during fights, they take cover, work in teams and flank you, also they can see a little further, I think. And with an optional .esp they use stimpacks more often.

wow...the one to make npc opponents smarter...i know they are dumb and all, but at higher levels they become literal aimbots and dodge bullets like agent smith of the matrix...a mod to make them take cover and flank you as well? and use stimpacks? wow

I thought there isn't any level scaling in NV. Outside of the DLC areas at least.
Apart from that, enemies with guns also will provide covering fire for their melee-based buddies. And the mod changes everyones AI, so companions and friendlies are smarter as well, makes things more fair.

The auto-ammo-looter-thing is kewl, I think it's called autoloot or something it needs NVSE but you can just walk over bodies to loot thier ammo, it's a good time saver

maybe there isn't...maybe it's because the enemies i see in the beginning, powder gangers, jackals aren't as smart and well equipped as the legion guys.

I think the late game some enemies do scale with you.

at level 40+

i've gotten into fights late game with 5 or 6 guys shooting at me and no matter which direction i run, they hit me constantly. and i'll shoot at them with 100 points in my skill and miss and they move left and right. the will stand still and shoot at me until my iron sights get located and then they suddenly sidestep and then i move the sights with them and they suddenly duck and run rings around me.
i'll take cover and they don't come after me and then i'll just poke my head out slightly and bam, right in the face, head crippled..

especially the legion hit squads, even wearing like...22 DT armor, plus the perks to give an additional 6 DT, i dunno, i've had my DT over 35 at one point and the 4 guys come at me and cut me to ribbons in 3 seconds unless i can somehow see them coming and get them all at extreme range even if I kill 3 and leave only 1 guy alive that last guy can still kill me in seconds if he gets close enough...and this is on normal mode.

I'm pretty sure the hit squads scale with you, because when i kill them at level 40+ they have top tier weapons on them to loot from them.

also, i think the npcs in the add-ons scale with you as well, i went into honest hearts at level 30 and the enemies were shooting me at long range with anti-materiel rifles...and the marked men in lonesome road were still a challenge even at level 38 and the game says the recommended level for lonesome road is 20.

i remember going into dead money n a previous playthrough at level 35 and the enemies were literal bullet sponges, the weapons they give you have like a damage rating of 6, even the weakest weapons in vanilla are stronger than that and i wonder if I had gone in there at a lower level, they would not have been so "spongy"

I will vouch for Affter War Nevada (AWN) as my favorite mod. It is an overhaul mod that adds all of the good stuff from Project Nevada and so much more. It brings a whole hell of a lot more role playing back to this game because the creator is a huge fan of the original Fallout games. So diifficulty is increased, armor resistance includes fire/laser/plasma....etc, and different enemies are now more weak to a certain element and very stong against another.

I love the mod so much, and even came up with a few ideas that the author implemented, Like getting small passive perks for your tag skills, and when you reach increments of 25 in your skills (25, 50. 75, 100) and a few more little things that make it feel like each character you make is more unique

Yeah, enemies in the DLCs and hitsquads scale with the player. But the extremely OP legionaries and the damage of 6 sound like bugs or maybe mods messing something up, that's way too extreme for the rather easy vanilla game.

the low damage rating weapons was not in the vanilla game, it was in dead money. all the weapons in dead money are weak, too weak to use in the vanilla game.

sorry for the hijack, i was merely commenting on the wow factor of people making mods to make the game harder lol.

I'd like to have a mod which expands or overhauls explosives since I use them a lot.

Arwen's Tweaks is good if you like gameplay changes but dont want a whole bunch of extra items. It overhauls just about everything but my favorite part is the changes to healing and food. Each damage type causes different wounds that need to be treated different ways, some wounds cause bleeding which must be stopped with tourniquets/bandages, food and drink have varying levels of contamination that you need to watch to avoid getting food poisoning. Theres too many gameplay changes to realy list in one post so i suggest checking out the mod page on nexus.

I just looked it up to make sure, the police pistol has a base damage of 30, the knife spears base dmg is 20, throwing spear 42, cosmic knife 12. So something has to be messed up with your game, the devs wanted to make that DLC challenging, but such extremely underpowered weaponry would be over-the-top.

i find it ironic and frustrating that so many of the "most essential mods" like the script extender and BOSS and darnified UI are not even available from nexus mods, you wouldn't even know about them if you were new to modding...

back on topic, vagrant's mod list looks pretty complete, and i like that he posted the links there

Makes explosives more dangerous but also more useful.
