Edit2: Returning to the desk where you found the holotape will set the above variable.
There's no need to use the console command.

Took a LOT of trial and error to finally solve this one.
Cause I recently switched from MMUE to YUP. In MMUE sometimes one of the holodisk wouldn't spawn, while in YUP it seems like the second holo disk is always broken.
Stupidly it only checks if you have the holotape when you enter the trigger box, so it won't set the variable if you manage to pick up the holotape without entering or re-entering the box once you do have the holotape.
Returning to the trigger box is all that is needed.
This means that you shouldn't ever need to use the console command above.
You don't even need to listen to the holotapes.
