After about 3 hours to try and get this working. No dice. Does anyone see any mod conflicts or load order conflicts in here. If you do help would be greatly appreciated

Have you already used LOOT? You don't seem to have a bashed patch either.

No i have not used LOOT and I do not know what a bashed patch is. I will look those up now

It seems a little oddly set up... Have you used LOOT already and were given this?
EDIT: My apologies, was looking at your load order and didn't see your response :s

I believe you are missing some compatibility patches for PN and MMUE (correct me if I am wrong, but I believe you still need them)
I would also recommend running FNVedit and WryeFlash. The first to check to make sure you aren't missing any masters, and Wryeflash for making the bashed patch/tags that IWS desperately needs in order to work correctly.
You seem to have several overhaul mods: Although this isn't inherently a problem, check that they all play nice with each other.

I have used LOOT and I have all the PN and MMUE i found i will double check though

Go download LOOT, run it for Fallout, then check its messages, sometimes it will warn you about troublesome mods. Then I'd suggest you download Wrye Flash from the Nexus and learn how to make a bashed patch (It's not too hard, and it helps a lot, I didn't want to deal with it for the longest time and in retrospect regret it).

I also forgot to mention that I have sweetfx also installed but that dosent seem to be the problem

Ahh yes I found the culprit. So JIP's Companion mod needed the beta version of NVSE and FNV Edit found that The Groovatron.esp along wiht F3Umpa Animations used Fallout 3.esm as its master not Fallout NV.esm
