His strength is his knowledge over the years and his acess to some amazing technology that would make the BOS piss themself's
But his weakness is his reliance on the Courier, The Wildcard.
Without the Courier's obedience he wouldnt have gotten far.
He relied on the Courier to deal with the BOS and Boomers, Upgrade his Securitrons and push back the Legion and NCR at Hoover Dam.
That is his weakness, Relying on someone whom is a complete Wildcard

Caeser invited the Courier to The Fort and that provided a perfect chance to kill Caeser,had Caeser not done this he would still have his life.

Caesar is surrounded by guards and the Courier has to let go of all his weapons when visiting Caesar.
Or you can go to the Fort with Boone and Rekt the whole place ( Worth it)

Courier doesn't know anything about running a state. Probably the worst option for the Mojave.
While it is right that the average Courier most likely wouldn't know how to run even a town let alone a state but you aren't the average courier.
It depends on how you play the game and what you do.
The House always wins.
We've had this discussion on the boards before. It all boils down to the fact that the Courier knows nothing about things like macroeconomics, currency management, collective bargaining, international politics and all of the other big things required to run a state effectively. Those aren't things that you get from reading a book; they require years of concentrated study. Years of concentrated study that the Courier obviously wouldn't have done given what we know of his backstory.
House is good at it. The NCR and Legion have people who are good at it. But who does the Courier have? Is Mick going to be in charge of financial regulation? Boone going to be Secretary of Defense? The King Secretary of the Interior? Swank Secrectary of State? Not exactly a big pool to choose from, and with the Mojave being dependent on NCR tourism and the NCR currently being mad at the Courier, he's going to need to act sooner rather than later. It all spells bad news for the region.
