The Bear and The Bull
These two factions have a great strength that is also their weakness and their flags represent what they stand for, it's way of conducting business

The Two Headed Bear, A flag that stands for Democracy one swaying Left and one swaying Right always bickering at each other but ends up not getting far.
The Bear has a strength, When hungry the Bear will do anything to get the resources it needs to survive if that means a large sacrifice needs to be made in order to feed the Bear's hunger it will make them.
Electricity,Fertile Lands these are what the Bear hunger's for, cut that off and the Bear will starve.
Places like Helios One and Hoover Dam have proved the Bear's hunger.

The Bull to most is a unstoppable force when it see's red, That is it's strength and weakness.
In order to kill the bull you just need to make it see red and lead it into a trap and the bull will fall with great ease.
Boulder City has proved that when the bull see's red it will charge head first not caring for the repercussions or the Equal and Opposite reaction.

The Bear and The Bull.
NCR and Legion.

So after completing the Lonesome Road DLC again and again finding out more about Ulysses and his way with words I realized all of this about the NCR and Legion, Their flags, Their symbols, Everything.

Mr House has a strength and a weakness but no flag or symbol.
His strength is his knowledge over the years and his acess to some amazing technology that would make the BOS piss themself's

But his weakness is his reliance on the Courier, The Wildcard.
Without the Courier's obedience he wouldnt have gotten far.
He relied on the Courier to deal with the BOS and Boomers, Upgrade his Securitrons and push back the Legion and NCR at Hoover Dam.
That is his weakness, Relying on someone whom is a complete Wildcard
In fairness, every faction is reliant on the Courier. They trip all over themselves trying to recruit you. Caesar will even forgive the Courier for killing one of his best lieutenants in order to gain his support. And for each faction, that reliance ends up being their undoing in turn.

Their is truth in what you say as all are indeed reliant on the Courier.
Caeser invited the Courier to The Fort and that provided a perfect chance to kill Caeser,had Caeser not done this he would still have his life.

Or you can go to the Fort with Boone and Rekt the whole place ( Worth it)

That is Right and Wrong, If you are a Courier and just that, Then you wouldn't side with any of the main factions for dominance over the mojave you would have just taken the caps from the Platinum Chip job and left to either the Mojave Express and continued working as the mail man, Worked for the Crimson Caravan or ran off into the high hills with your caps, Assuming you are just that, The guy who deliver's people's package's.

While it is right that the average Courier most likely wouldn't know how to run even a town let alone a state but you aren't the average courier.

It depends on how you play the game and what you do.

Better than the Legion... somehow.
Mr. House know's buisness, knows how to run an city and has the firepower to push both NCR & Legion out of the Mojave. Anyways, if the courier didn't exist, then Ulysses would have taken it, as he was supposed to, and we all know Ulysses would have just killed half the fort to get Mr. House's securitrons working. He would have reasoned with Ulysses aswell, probably agreeing to give him money and the resources to build his own small nation, as he wanted in the divide. If the NCR take New Vegas, they finally gain to much land, too much to control and would have to give it up in the end, killing New Vegas off. If the legion take it, it dies anways, same as the courier who brings it to chaos.

The House always wins.

It depends on how you play the game and what you do.

We've had this discussion on the boards before. It all boils down to the fact that the Courier knows nothing about things like macroeconomics, currency management, collective bargaining, international politics and all of the other big things required to run a state effectively. Those aren't things that you get from reading a book; they require years of concentrated study. Years of concentrated study that the Courier obviously wouldn't have done given what we know of his backstory.

House is good at it. The NCR and Legion have people who are good at it. But who does the Courier have? Is Mick going to be in charge of financial regulation? Boone going to be Secretary of Defense? The King Secretary of the Interior? Swank Secrectary of State? Not exactly a big pool to choose from, and with the Mojave being dependent on NCR tourism and the NCR currently being mad at the Courier, he's going to need to act sooner rather than later. It all spells bad news for the region.
