falloutnv.esm is missing.
I have verified the cache but this didn't seem to work. The only other solution I found on the internet was to uninstall and re-install NMM but since I have several mods on different games I do not want to do this. This was after a fresh download and install of NV by the way.

Have you opened your game's directory and confimes the Fallout.esm is not in /Fallout New Vegas/Data?

If its not there you need to figure out what you were doing that had you go and delete that file.

Yes it is in E:\Program Files (x86)\Steam\SteamApps\common\Fallout New Vegas\Data.

You could try FNVEdit to make sure your load order or any mods aren't broken.

Since you mention you've installed on E:\ maybe something is looking on the wrong drive.
I've no idea where NMM stores the game's file paths, but it's probably not hard to find.

For the game's own registry key use regedit and look here...
HKEY_LOCAL_MACHINE\SOFTWARE\Wow6432Node\bethesda softworks\falloutnv
and make sure that the installed path is correct

(if you're on a 32-bit system skip over the Wow6432Node bit as it won't exist)

I am haveing this or something like this issue. My nmm cant find falloutnv.esm. it is looking in e\games\steamapps\downloading\22380\data\falloutnv.esm
*Edit* *solved* Had to run the game before nmm would pick it up.

Now how did you run the game before NMM picked it up, like what do you mean, cause I'm having the same problem the DLC's and Mods are saying I'm missing the master mod FalloutNV.esm and it's in (x86)\Steam\SteamApps\common\Fallout New Vegas\Data and I see the FalloutNV.esm there, am I suppose to put it in a different file?, is it not suppose to be there? What do I do?

Run the game on steam first without mods it should pop up afterwards

just launch the game on steam it needs to run first before NMM detects it
So don't open NMM, or any mod managers, and just run it normally though the steam library

just run the game you can have NMM open it doesnt matter you just need to run it
its still saying the im missing the master mod unless im just not understanding how to do it

I know this is four years later, but you have to open Fallout: New Vegas, select data files, and uncheck ONLY the mods. run the game until you can move around, then close it. re-check every file and close the launcher. Then try NMM or FOMM.

if the falloutnv.esm is actually missing in your data folder, it might be because of the language.
It seems that either the english language version of fallout new vegas has an issue with the falloutnv.esm.
not clear if it is because of a different bought language version or always.

so if the file is missing (and also the launcher) then switch languages in the game properties in steam. (right click on fallout NV in steam - properties - language)

thank u just changed it to english and all went missing. did u had to download 2 gb too?

This can be 1 of 2 cases.
You got Viva New Vegas'es initial setup. In this instance you should copy everything from the redirected directory and plop it in the original directory. This should restore your .EXE and .ESP and .ESM of FallloutNV, from there, restart vortex.

2: You redirected it from steamapps to another folder. follow the same steps as above, but in vice versa for where the files contained.

3: if done right you should re-open your modloader, for me, that's Vortex, and see that it once again is in working conditions.
