Report a translation problem
For future reference, you can use RDF on JUST one NPC, instead of resetting everybody s dialogue.
Next time when you play the game, make sure you have Raoul before you talk to Ranger Andy. Once you talk to Ranger Andy, he'll ask you to investigate the nearby NCR Ranger station, then report back to him. After this little side-mission, you'll have a conversation with Ranger Andy; after speaking with Andy, talk to Raoul and he'll comment about how Andy is still being an active member of the community despite his age. You'll be given the chance here to console Raoul and say that age is irrelevant, and that'll cheer him up.
Hmmm, okay, but I still don't quite understand why I keep getting dialouge boxes popping up? do you happen to know a fix for that?
Okay, I don't really have that issue anymore, but thank you for your input! I now need to get rid of the dialouge boxes that pop up when I talk to "extra" NPCs
In hindsight, a better fix would have been to make a plugin with the "Say Once" flag turned off for that particular line of dialogue to trigger again with Raul present.

Yep, thats probably true, but my issue is that now there is a dialouge pop up box for every npc, even the ones without "real" dialouge. This occurs even with the new charecter I created. Any ideas?
However, there's a chance that this could be a fix made by one of the mods I have installed, I'm not sure. Mission Mojave (Ultimate Edition) and/or Error Corrections, or some such. So if you don't have those installed, maybe try them.
Are you running any mods? Any that add more NPC's and stuff like that?

New Bison Steve Mod
A World of Pain Mod
NCR embassy door Mod
All of them but the HD Screen Mod add NPCs
The kicker is that this issue was occuring before I modded the game
It's a Gopher mod, so I don't think you will have any compatibility issues, but if you still have any problem with the quest, try to make a Merge Patch with FNVEdit.
