Basically, I talk to him on the screen, piss him off, he comes down, then I kill him, and then I get to the elevator, and I go to Vera's room.
Is there some way I can finish the quest through the console and leave?

Obviously this means you won't get any achievements for that session, but it doesn't sound like you're all that bothered about those.
EDIT: It seems some of the commands don't work for me- do you know any reason why? Every time I attempt entering them I get script errors, compile errors, all the like.
Pay careful attention to the punctuation and spaces.
I wish I could figure out why this has been happening so much lately.
We thought at first that it could be a recent popular mod that was breaking the trigger for the door somehow, but it seems to happen without mods too, so that shot down that theory.
You can check in-game by bringing up the console and clicking a random wall to get the first 2 digits. You don't need the leading zero when entering console commands.
