If you'd like a hint, try the radio. You can get to him fairly early if you don't mind scooching around the edge of Quarry Junction . Plus, there's a unique weapon in his area.

Thanks for the hint, I'll do a bit of exploring then. Although I think I might need to level up a bit first, last time I headed in that direction I got one-hit killed by a Deathclaw...
also technically arcade ganon is evil since he's former enclave and an independent New Vegas is pretty anti order whether it be legion or NCR
The Enclave is an evil faction but I don't know if you can call everyone involved in For Auld Lang Syne evil by proxy; that said, I'm not entirely convinced that anything they do in the wasteland counteracts any evil they did within the Enclave either. We don't have enough to really judge any of them individually except Doc Henry, who canonically left the Enclave before the oil rig blew up in Fallout 2 at any rate.
It's the exact same thing that's in new Vegas, and it's just as bad in both games.
Yeah I actually hate the karma system. "Stealing" from an evil faction shouldn't give you bad karma.
