haven't played ttw in a while, last i did was prior to their current version
but even so... having a save manager function is rather out of their purpose
the only thing they have to accomodate for and focus on so they get it right is to tear appart fo3 and then rebuild it flawlessly within the new vegas engine.
going out of their way to somehow make a savemanager for no good reason ( when others have already done that succesfully ) just seems silly
not to say it couldn't be, but it seems counterproductive to waste time on that.
any specific reason why you don't want autosaves ( other then they suck and may cause issues ).
if it's just for safety reason, then go with casm or stewies tweaks and have it take over for the autosaves, same concept, none of the potential problems.
if you want some hardcore non autosave experience then that obv won't work out.
other then that, new vegas does not always accept setting changes, the best way to make sure is to check if all are set exactly as they should directly in the .ini, and change them yourself if needed. ( TTW changes nothing on the fact that we are running the new vegas engine, so the new vegas rules apply in general )
falloutprefs.ini ( within the new vegas folder under "my games" )
look under "gameplay" for anything that relates to autosaving and make sure its all "0"
And as a confirmational question to anyone knowing
does fallout.ini and fallout_default.ini also hold save settings ?
Can't really find anything of the sorts but then again, fallout.ini is a mess to scroll trough and ctrl+F doesn't really work in them for whatever reason....
If they do, you gotta make sure those are also changed to use a 0. Prefs should have higher priority but doesn't always work as it should, so best not to have any contradictions to begin with.

not entirely sure what those do though as they seem to be independent form the "savegame" settings
stewies can't really do any funky things unless you yourself activate them under the settings -> tweaks option
if you never did that then stewie is not interfering with it
oh, went and took a look and yeah they do add a cutom .ini file
which would be the equivalent of you activating things, but it's done for you without your full knowledge
it is very possible that they have enabled stewies savemanager option then yes
which would be taking care of autosaving at intervals for you
which also explalins the stutter it does ( it's the same with casm )
when the game saves it skps some frames by default
normally you don't notice this bc you are in the menu anyway, but with stewies and casm it happens in the background while you play
the frameskip however remains as it's just an engine restriction. ( has nothing to do with your hardware, it was just never meant to be seen in action that way :) )
that would explain all of it
( in fact i just downloaded and checked, that ini has settings for the auto save manager )
you should have a thing in vortex ( assuming vortex ) called "Stewies Tweaks - Custom INI-79005-3-6-1723364909"
if you right click that one and select "view in file manager" it will take you to that file
open the folder and keep going down into it till you find "nvse_stewie_tweaks.ini"
open that ini and scroll down to the save game manager settings
once there you can basically delete all the settings under that header ( i think ) and it shouldn't try to save any longer ( i think, i have no evidence to back this up though )
or you kinda trial and error to see which one is the main trigger and jsut disable that one alone.. not sure which line it is
alternatively you can set the delay between saves in seconds to a much higher number so it's not as frequent, yet sill maintain the functionality of it :)
( the way they set it up is every 3 minutes alongside the default actions and excluding combat saves, to prevent you getting stuck in a terrible situation )
then save the ini and it should be fine
keep in mind that at this point you no longer have an autosave running if you disabled or deleted ( other then the default one if enabled in the game, not recommended at all ))
you will have to remind yourself to make manual saves in a new slot FREQUENTLY from that point onwards.
either that or accept the random frameskip that comes with stewies or casm ( unavoidable ) for the guarantee of save safety
My personal advice ( allthough you didn't ask :p ) is to still maintain a savemanager ( in this case the one they added for you ) and take that small framedrop every once in a while. That tiny safety bubble is going to save your butt one day and not having it is just way to risky if it's not for some challenge run denying it's use.
( they rightfully added it for a justifiable reason )
which is the thing that is making use of stewies tweaks to run itself
you should get rid of that one as well if it's in there somewhere, if you truely want no save manager.
supposedly this should also help you to get rid of it without the need for ini tweakings
Disable 'bImprovedAutosave' in the Pause->Settings->Tweaks menu ( if such an option is in there )
according to WSG's modlist those should be the things you can do to remove it or alter it in any way you like.
