No, Not Much. Have I Failed?
It's my first play through however I left the game for a while. I came back and while running through unfinished quests I came across "No, Not Much". I left off at the part where you talk to Camp McCarran about reassigning soldiers to Bitter Springs. The wiki says I need to defuse the monorail bomb in order to get Hsu to agree. However, I remember when I completed "I Put a Spell on You" I failed to defuse said bomb resulting in the loss of the monorail. I didn't think much of it at the time because it didn't immediately fail "No, Not Much". At this point I'm way to far into the game to go back just to save the monorail. Is there any other way to convince Hsu to reassign the troops or at least complete "No, Not Much"?

"No, Not Much" will only fail if you kill one of the quest NPCs before completing their part in the quest or if you lie about the dirty irradiated supplies and convince Captain Gilles they will be helpful.
You can still convince Hsu to spare some troops if your reputation is high enough.

Ight thanks, I'm gonna start grinding NCR rep instead of abandoning the quest lmao
