Who Maxes Agility?
Maxing agility in the early games was a very good idea as it gave you more action points to use per turn. In 3 and New Vegas, the bonus to action points was very minimal per point in agility. But in New Vegas, Agility also affects draw, holster, and reload speed. And there are perks that increase all three (Quick Draw and Rapid Reload).

For the purpose of increasing the speed of all three, would maxing agility be a good idea? What about if you're making a melee ranged build (as you can't reload those weapons)? Is Agility worth maxing no matter what kind of character you make? How many people actually max Agility by the end of the game?

At start, I never max out to 10 any stat, save Intelligence due to the bonus skill points it grants.

It is wasteful to max anything else, because later on you can get the respective +1 Implants from Doctor Usanagi at the Followers Medical Clinic.

So,

Intelligence 10 is fine
Everything else 9 at most
Yes I know about the implants. I'm asking if it is worth having Agility maxed by the end of the game for increase reload, draw, and holster speed. Whether for ranged or hand to hand builds?

If it contributes to your build, even if a little, then go for it. You cannot do wrong with anything that adds up to the build, even if it is not the 100% best choice.

It is possible that there are better choices, but then it is likely that there are several worse ones.

It depends entirely of the build, level, weapons used and perks that you already have taken.

Int and Agi are very important stats like in previous Fallout game. Agi affect most commonly used skills or weapons if not going for a pure melee build . Int if take the correct perks and traits at character creation with max INT of 10 . Early on with skill related books to raise skills can help quickly max a skill out early game.

For a playthrough optimising Int and skills gain per level . It is possible to get all skills to 100 at lv50 if you use the skill books . Cha even if it is at 5 you can easialy raise it above 5 with a +1 from surgery done in game to increase your special . using the surgery for the +1 is a easy way to get a special to 10 if you have the caps for it .

Agi is essential with decent to good Perception for some of the fun gun builds. The only reason to max out other special above a 5 is worth if you want to for a build . For most playthrough i have luck be my dump stat as to to max out Int and Agi for it being the most useful stat effecting most skill .
1 Agility Point also equals 2 Guns and Sneak skill.

Fallout New Vegas' devs were smart and gave you the perfect amount of special points to spend at the beginning of the game which means you are able to min max efficiently, something thats impossible in for instance Fallout 4. I always start out the game with 10 in the Special stat that influences my main skill.

Reload, draw and holster speed are pretty inconsequential in Fallout new vegas especially draw and holster speed that are completely useless.

If you exploit the skilled trait a little bit (pick it 3 times at character creation, leaving goodsprings and owb auto doc), you can get +15 in all skills. Combine this with comprehension and some book hunting and you can get all skills at 100 pretty easily with 5 intelligence. Im not sure comprehension is mandatory but it makes the playthrough a lot more enjoyable (less hunting and useful +20 skill points magazines for early game checks).
