OT: There are plenty of anime styled mods around. I usually see mod pages on Nexus filled with anime styled players. Try Google, a lot of them are probably hosted on a certain,,, risqué New Vegas modding site.

As for radio i use this for fallout 3 http://www.nexusmods.com/fallout3/mods/1559/? it lets you add your own music to the game but you would have to find out if it works for fallout nv.

Nothing like exploring the capital wastland with metalica blasting out your pip boy :)
