Why are some ghouls feral, but other not?
Is there a canon explanation for this?

Some degenerate due to extreme radiation poisioning, others just loose their minds over time ( keeping sane in a rotten, deformed body for over 200 years is probably not that easy). Both leads to them turning feral. At least that's what it's like in Fallout 3/New Vegas, there are some discrepancies in the lore regarding ghouls between Interplay's Fallout and Bethesda's Fallout.

It's unclear exactly why some ghouls turn feral. Going by information on the Fallout Wiki, it's thought that those who live in isolation are more prone to it.

alright, at first if you receive too much radiation your skin peels off and you are a ghoul, then if you receive even more radiation you lose your mind become a fearl ghoul and if you get hit by even more radiation your transform into a glowing one, (It's basicly a feral ghool but it's glowing green and you inflict radiation on others)

In the Dunwich building in Fallout 3 you can find holotapes from a man called Jaime (I think thats his name) and as they go on you can hear his voice becoming more and more ghoul like and eventually he turns into a feral ghoul I believe. So I think it's related to the ammount of radiation they are exposed to over a certain ammount of time, which as said above eventually turns them into fearal ghoul. But then again like said above Jason Bright is a glowing one and he isn't feral, so another theory I had is that it's something to do with isolaton or brain damage.

EDIT: Also in the Dunwich building you can find a statue that all the feral ghouls seem to be gathering around and it makes a strange sound. So it could be something psycholgical...

Rolled a 12 on the sanity check.

Could be anything really, most likely just a way to add some variaty an flavor to the world.

Although, one thing that seems to be a common theme with most Sane Ghouls is they're usually Intelligent (not necessarily "Book Smart") or very driven.

Yeah, I know what you mean, either way that building freaked me out like many other places in Fallout 3.
Official word is that it isn't entirely clear what makes some ghouls go feral. Isolation, pre-existing mental health issues, environmental stressors, etc may play a part. There is some dialogue that suggests that the so-called feral state is the final result of the physiological and neurological degredation that ghouls undergo, and that all ghouls eventually succumb to it. A combination of these factors were to play part in Van Buren, where the ghoul population was to be in drastic decline causing the rise of a ghoul cult claiming to have witnessed ghouls that reproduce biologically.

this is a simple explanation but i think its because the ones who became feral were exposed to more radiation which has more affects hope i helped

More or less, some ghouls are more rotten than others in various areas.

the feral one's have had that part of their brain rotted. most likely. no science has actually been done on ghouls, things like more radiation leading to feral-ness is popular belief but likely heresy as ghouls once ghoulified are immune to radiation.

Ghouls can stay not feral for hundreds of years. In Camp Search light of the survivors only one of them wasn't feral. he likely never would turn feral. 'turning feral' is anti-ghoul racism.

you become feral when you become a ghoul. or you don't become feral.

Brain degradation from being hundreds of years old, and sucking up too much radiation.

It's every ghoul's worst fear that he or she will turn feral.
