Cap/Limit Fps?
Ive tried everything from the 4GB enabler to the stutter remover, nothing helping. 16gb of ram and a gtx 970 should not have this much lag. The jump between 60 to 30 and back again is almost too much for me to be able to play. Is there some way i can limit my fps to stay locked at 30? If i cant get it to stop lagging at 60, maybe i can make it run smooth at 30.

You can limit your fps with stutter remover.
If you look in the ini, under fps management you should see something like

fMaximumFPS = 60
fMinimumFPS = 15

Change max to 30, this is how i do it and it works just fine.
(In case you didn't know, stutter remover ini is in Fallout New Vegas > Data > NVSE > Plugins)

I used enb's built in fps capper, but by limiting the fps to 30, it seemed to bring the lag with it and instead of dipping down to 30 it dips to 10. I guess since i cant get rid of the lag i just have to live with it until FO4 comes out.

I have been playing for a since Friday and I am playing at 4k, with ulta settings. Using a 980.

I haven't seen any dips at all yet. Did you get any driver updates lately?

Also, what are your settings? I am only using 8gb ram right now, so this is probably a gpu problem. I am not sure if your Vram bug in the 970 should have any effects on a game that doesn;t seem to be very demanding.

Try turning down antialiasing and anostrophic filtering. It significantly boosts your performance.

I have failed to mention the fact that i have 130 mods running, as well as an enb. Also completely unrelated to the whole lag thing, after playing for a while, if i fast travel, it seems to break the textures for some reason, causing me to have to re-run archive invalidation. The mods are kept at a level below 135, which is below the 139 max, so im not sure if its that or not. Any ideas?

Try to check your mod load order. And I used New Vegas Configurator to make some significant changes, the ingame display options and FOMM options were not able to reduce low fps (I was running about 35 fps on exterior now I can run 150fps on a 750 ti - but almost no mods yet, only TTW).

This issue was never solved, as i broke new vegas and after hours of reinstalling mods and stuff it still didnt work right so i gave up and never played after that.

to cap/limit fps in this game, another option is the program RivaTuner SS which has an option to limit fps in games. it goes along with MSI Afterburner, or you can just install rivatuner separately.

Man, yall are still replying to a 4 year old thread. I probably haven't touched new vegas since i posted this. Perhaps ill try again
