(Reposted) New vegas (Scope, lockpicks and hacking monochrome bug)

So two days ago I was playing new vegas, had to restart my computer due to an infinite loading screen, and updated my computer since it needed it. (im just adding this in, incase it somehow has affected the game).

I know whenever I enter with a scope (my Ratslayer), a lockpicking screen or trying to hack a terminal the item/s itself show up bright white with black in some areas. For the terminal it locks me from exiting out of hacking it and I have to Quit the game or restart my computer.

I have so far
1. google image searched the bug and led me to some reddit posts to fix the issues, the only two I found listing DXVK to install it and it should fix it. This has done nothing.
2. gone through the game files to see if 'pipboy3000' like someone listed was the issue. found nothing in the folders.
3. changed display, lighting, hud and other settings both in the main game screen and when loading in as the PC. Changes nothing with the bug.
4. going onto previous saves that did NOT have the bug now have the bug. So it is a whole game issue and not one of the save state issues.

If I could get any help on troubleshooting this that would be nice. Im frustrated since I had just hit some pretty google milestones in the game (Westside/freeside area) and was excited to do my 4th run, hoping to complete it.

I think this is an issue with a mod. or the game can't find the texture for the scope so its a white box when you look thru it instead of getting the magnification effect you desire.

I vaguely recall having this issue but since it was ages ago I can't really provide meaningful help.

0 mods, vanilla game, fresh install. Texture is missing from the character creator, stat distributor, and terminals; they all appear as a blank tan outline.
