Should the game have a remaster or a remake?

If they squash all the bugs, make the game stable WITHOUT
using mods, and take the boards off of a few buildings and maybe add a few NPC's to interact with, then yes.

However, as long as a remake/remaster doesn't affect my library or the option to buy the original, sure whatever, I wouldn't care about a newer version.

microsoft is probably gona "play it safe" and make the most generic thing for mass appeal and pretty much use the fall out ip just because its known

Something people don't consider is that even if they remade the game, they'd have to recast like 7 of the main NPCs because their actors died.

thats assuming they would be willing to. and its considered distasteful to use ai or recast when some one is dead. they typically just make new characters with new voice actors.

I would be okay with it if I was an actor who died, I would want my family to still get money so they can live a good life. I would understand if an actor wouldn't want it because they hate their family, not always the case though.
