like the other guy said not really worth going past lvl 6 and you only go that high if you want the perks you get at lvl 6.
and you dont need anything past lvl 8 at all

Raising all Special to 10 with the intense training perk is very wasteful in New vegas. There is always a better perk to pick than intense training, Special points don't really do much in comparison.
Perception only increases the range of the red dots on the compass, which can actually be more annoying than anything at PE 10 (and if you want PE10 you can just pick Ede as companion). It doesnt affect accuracy at all. Completely useless BUT you need PE 6 for the better criticals perk (start with 5 and buy the implant).
ST is useful for carry weight and melee damage. There are a lot of available buffs from implants and gear though
Base endurance limits your implant count so it's nice to start with ate last 7 (all except charisma + DT or regen implant).
Charisma adds some punch to your companions but it's very unnecessary and you can raise it to 10 any with party mentats + mentats + lighting from the sink+ alcohol if you really want anyway.

Intelligence is nice to have for a smooth skill progression but you can cut it to 4 and still max out every skill by the end of the game
Agility is moderately useful if you like using Vats but mostly useless otherwise (doesnt affect your running speed). You need Agi 7 for melee builds (slayer perks) so keep that in mind
Luck adds to the critical hit ratio so you obviously want to max it (start 8 + implant + lucky shads glasses)
All that to say that if you carefully plan your starting special build you should be able to max all the useful stats and never have to waste a perk in intense training.
The extended detection range and associated perks aren't particularly amazing compared to the perks and other passive features accessible by investing in other stats - Can take a look at the associated perks on the wiki to see if there's anything that stands out as amazing to you, but from what I've experienced it seems like there's just much more neat stuff offered by other attributes
