Technically you don't need cheats to wear power armor if you reassemble the remnants of the enclave.
What I'm assuming what happened here was the game is allowing you to gain access to the BoS base as another way to get in. I'm going to assume you haven't done/started any end game missions. For example, "For the Republic". Which is why you aren't given access to McNamara's room.
At the same time you are given access to the BoS self destruct system. If you wanted to destroy the BoS early on this is how you'd would do it. I'm assuming this is what the game was implying. You don't have access to stores. No access to McNamara but you have access to the self destruct.
