Hidden Valley Unfinished Story Path?

I found in my most recent play through that if you recovered some Brotherhood of Steel armor and the codes from any of the lost scout teams BEFORE meeting Veronica AND use CHEATS to equip the power armor and disguise yourself as a Brotherhood of Steel member, you get a unique line of dialog when entering the BOS bunker, which sees them unlock the door and invite you inside, with Ramos (intercom man) apparently mistaking you for a scout team member and instructing you to go see McNamara for a debrief before going to the doc for an evaluation.

HOWEVER, if you get to McNamara's office with out being detected by one of the few officers that can see through your disguise, the door is locked, and even if you no clip through the door, McNamara simply shoot you as an enemy.

So, is this an incomplete story line as an alternate way to start the BOS story due to the 18 month development cycle, or was it simply intended to be a way to bypass the door's lock?

Technically you don't need cheats to wear power armor if you reassemble the remnants of the enclave.

What I'm assuming what happened here was the game is allowing you to gain access to the BoS base as another way to get in. I'm going to assume you haven't done/started any end game missions. For example, "For the Republic". Which is why you aren't given access to McNamara's room.

At the same time you are given access to the BoS self destruct system. If you wanted to destroy the BoS early on this is how you'd would do it. I'm assuming this is what the game was implying. You don't have access to stores. No access to McNamara but you have access to the self destruct.
