Quest "Put the beast down" Impossible without high science?

So after exploring the area for over an hour, I finally looked up a walkthrough and it is refering to a terminal that is hard locked. That terminal unlocks the door where I need to go. So unless I am completely blind, missing something, the main quest is not doable without being able to hack hard level terminals???

For extra clarity, its a quest in the dead money DLC, the one you get upon entering the casino.

Casino security passcode is a paper note in the Fallout: New Vegas add-on Dead Money.

Location
The note can be found in the Sierra Madre casino on the counter of the dining room on the 2nd floor, next to three Sierra Madre chips. It unlocks the security management control terminal upstairs, which is normally locked with hard difficulty, in the casino's security room.
