Which, TBH, is kinda surprising considering the rest of the game. I mean, I expected it for FO3, and Skyrim certainly isn't one to do *anything* that would prevent you from completing everything in one playthrough, but FONV is closer in spirit to FO1 & 2.
I've seen a few of the fallout 2 low intelligence ones, it does such a good job of treating your character like the idiot they are. For example, in navarro the conversation with the gate gaurd is hilarious. You can see the conversations here.

Also there's a very obvious example at the non-lethal end of Boulder City Showdown.
I've yet to find any low-int dialog specials.
