Where the h*** is Joe Cobb?
For the sake of variation, in this playthrough I'm set on playing a very mean character ('chaotic evil' if anyone of you are familiar with that type of roleplaying alignment system) as far a possible. And of course, helping all the settlers in Goodsprings out of a kind heart doesn't go very well with that intention.

Now, in the dialogue when you first encounter Powder Ganger Joe Cobb in the saloon, there is an option for you to offer him your help. 'What if I were to help you take over this town?', or something like that. Then Cobb says that he will have to talk about it somewhere else and leaves. So, out I go looking for him, in order to start off my career as a Mohawk styled evil maniac.

But he was nowhere to be found...

I looked everywhere in Goodsprings itself, Jean Skydiving and the other little Powder Ganger camp. But I couldn't find him anywhere. Only the anonymous gang members with whom no dialogue is possible. They only complain about their smokes and brag about how tough they think they are.

Does anyone know where he is? Or if it is indeed possible to actually side with the Powder Gangers?

Check the wiki.

Did you check the Powder Gang camps nearby Goodsprings where they camp? There's four of them.

I thought I did read the wiki, but obviously I missed it anyway, because this time I found just what I was looking for. Thanks

Last I saw, Joe Cobb hangs out by one of the houses close to the road (near where the Powder Gangers come when they attack the town).

Yeah if you exit the saloon and head south along the road there is a house with a truck and a trailer and Joe Cobb was standing there leaning up against the wall of the house.

Was it Baldur's Gate or Icewind Dale???
Chaotic evil is very easy within this sort of game. What isn't easy is keeping chaotic evil from going chaotic stupid.

Actually trying to play CE tends to be playing stupid because the system is set so that unless you're stealthy enough or in disquise the whole Wasteland turns against you pretty soon. Not fun, unless you're a fan of Dwarf Fortress.

Sure, go ahead and steal everything you can, but the thing is you can't get caught at all because it's really not worth not being able to sell your loot, getting stuff repaired and doing quests because someone saw and attacked you. I've been going around looting everything I can use and killing lots of nonessential NPCs for stuff like the exploding pants challenge, but I'm still considered a total saint because they never see me and helping folks gives so much good karma. :D

Still, next playtrough I'm going to go find myself a backpack mod and lots of nukes and lay waste to both the NCR and Legion camps.

BTW, here's a very useful tip: In GS one of the houses and the pit to the east each have one star bottlecap, go get one or both and wander in the desert until an old man sneaks up on you and tells you about the quest to collect the caps. When he's done and turns around kill him and you can loot his outfit which gives you +10 Barter. You really need that bonus early on or traders will take all your caps.

Well, to be fair, killing everybody that wears a hat or stealing everything that isn't nailed down are both prime examples of chaotic evil going chaotic stupid. If anything, New Vegas does a very good job of punishing the chaotic stupid playstyle.
