so no i do not use the Educated perk.
I recieve two extra points the next time I level up and non after that. This perk had the same damn problem back in Fallout 3 only gives you two extra points after you level up after getting the perk.
Therefore, if Int = 9, when you level up you get 14 for one level and 15 for the next without Educated, or 16 for one level and 17 for the next with the Educated perk.
The best way to check is post your character's Int, whether or not you have taken Educated and how many skill points you get when you level up.
Math really doesn't get enough credit.
