Report a translation problem
You can pick which packs you get from Data Files before launching the game, same as other mods and DLC.
If you deselect for example the tribal pack before loading you may get a message that says your saved game needs a file that is not present but just click OK and keep going. Now when you look into your inventory you'll probably notice the tribal SMG is missing because the data isn't in the main game file.
If you start a new game without dlc but turn the it on later you'll get the items next time you load the save.
OP, you should keep them installed. Some mods rely on having *all* of the DLC installed and active.
I feel like they should have added a menu prompt upon new character which pack you want to start with or when doc mitchell meets you at the door..
My suggestion for this is to either leave the stuff you don't want in Mitchells house(I don't think any of the containers there reset so you can even get them back later) or sell them because your low Barter score means you have to gather hundreds of tin cans and empty bottles to get any money in the start otherwise.
