In regard to such a mod, I have no idea. Nexus has a keyword search feature. I'd look there.
In NV, they added the carbines, which are cool don't get me wrong, but are more 90's esqe. While the rest of the world is more 50's and 60's esqe. Thats why I feel they don't fit. They seem too advanced for the rest of the world.
Thats why I wanted a mod to replace the carbines model with that of the american assault rifles and the chinese assault rifles.
Oh two bears, I went ahead and looked at the fallout 2 wiki really quick. I didn't see anything about the assault carbine, or anything that looked like it. But I only had time to glance at it. Did I miss it? If so, could you post a link to it?
I think he meant that the older Fallout games have weapons of "modern" design (which is very true), not specifically that weapon.
Fallout 2 had P90s, G11s, a Caws shotgun, and various bullpup weapons.

It's also worth mentioning that the "Service Rifle" in NV is (near as I can tell) an M16, which was designed in the 50s and first went into service in the early 60s, so right in the time period you claim the series is supposedly all about.
It`s an Israeli gun. Nope, nope and nope again on it fitting in.

Yup.
You could mod that the service rifle swaps models with the survivalist rifle from Honest Hearts. Also use DLC Weapon Integration if you have the DLC. It adds the BAR, Thompson SMG, Colt .45 etc to the regular wasteland.
Some mods that I like that feature some 'older' looking guns:
- Camon Pack Complete, some good WW2 era weaponry, sadly lacks good levellist integration.
- Couriers Weapons, Scout SMG might be a good replacer for the carbine. Sadly not in levellists but scattered through the world.
- Forge Beyond, adds a G11, nuff said :P
- Gyrojet by Millenia, Gyrojet 9mm using pistol. Decently 60's with the gyrojet stuff. Millenia made some decent guns all round that might fit the estheatic you want.
- NCR Trooper Overhaul Distributed, no guns but does enhances the look of the NCR, give it a look.
- Ruger Mini-14, decent sidegrade for the Varmint Rifle.
- Scottmacks Forgotten Weapons, only for sale, no levellists. Several WW2 era guns.
Close...it's apparently an AR-15, which is a semi-auto version of the M16. :P
Either way, it was designed in the 50s.
But the m16 was semi-auto as well, at least through a select-fire, which since vanilla NV doesn't have any select fire mechanics, it can be assumed the "Service Rifles" whichever they really are, are s-a for balance reasons.
NV's "Marksman Carbine," which is also semi-auto looks a lot more like a typical Ar-15 than the Service Rifle as well.
