Also pick up hand loader. You'll collect your bullets casings 2x as often so you can craft more bullets (plus the perk gives you recipes for unique ammos which are more powerful)
Just scavenge from everything you kill, and buy ammo with the excess money you get from selling the high-value weapons you come across.
It's basically the Hand Loader equivalent for Energy Weapons

One good trick is to buy all the bulk ammo you can and use that unless fighting very strong enemies, you get empty cases and drained batteries you can recycle and cases make more ammo with lead, powder and primers. Buy all the powder and primers you find! Dismantling .22LR, 9mm and .203 rounds, which are cheap and plenty, gives you lead and powder you can use to make better rounds.
Remember to use the Roving Trader outfit and hat for +10 Barter bonus(easy to get early by going to the pit near the coyote cave SE of Goodsprings, pick up the bottlecap with a star and after you meet the guy who explains Legend Of The Star quest, stealth and shoot him in the head when he turns away) every time you buy or sell stuff and also skill mags and mentats when it's a bigger sale. It's also easy to become idolized in Goodsprings and with the Followers so you can get better prices from them and the doctor at the free clinic.
If you found lots of medium/heavy armors it might be useful to use some for repairs, but you usually actually get more caps from 2 items than one in better condition because you can't repair them that much. For weapons repair anything better than 9mm pistols with the weapon repair kits or cheaper weapons, that might increase it's value by hundreds of caps. If the weight is really a problem and you don't have the perk that allows fast travel while overburdened then just leave some stuff and make two trips. Remember to use the Mojave Express mail boxes to store what you don't need outside the town.
I had a literal warehouse of ammo in that game. Never had to buy it or worry about finding more.
Almost OPed
I also carry at least one gun of every ammo type so if you're getting low on ammo of your favorite use a high damage weapon of a different ammo type until you get more.
