WMX or WME adds in kits also (IIRC).
If you have Dead Money, you can...break the damned game if you grab the WRK code in the Police Station.
Ultimate Edition. :P
The NCR major at the Mojave outpost also repairs stuff to 100% I think
Terrible waste of caps. As others have said, the two best options are using Weapon Repair Kits to fix up your weapons or take the Jury Rigging perk (one of my top 3 favorite perks in all my playthroughs of NV.)
It's not like you are literally swimming in caps from mid-game onward XD. At first it's realy pricy, but going there regularily as well as using WRK from time to time to maintain your weapons in good condition make it real cheap.
I generally craft around 4-5 WRK that I keep at all time to make field repairs (if I don't have any weapon to sacrifice for parts) and go to the outpost when I'm between two quest or exploration.
I do go to Raul once I have him as a follower though.
I generally do not use vendor repairs, as it is waste of caps.
