Arizona Killer quest impossible
I don't have a good relationship with NCR, so whenever they see me, i'm their #1 target. The quest requires me to go into the middle of a crowd of NCR guards with a useless diguise. As soon as they se me, they shoot me and it says I failed the quest. There's no way to repair my relationship with NCR so I guess the legion can't continue?

Go in guns blazing. Spam stealthboys.
An NCR disguise should also work for everyone except the Rangers (so try to avoid them).
It's also possible to snipe Kimball from afar. Check the wiki page for more tips: http://fallout.wikia.com/wiki/Arizona_Killer
Or, doing it the smart way, you stay away from the Rangers long enough to get to the console that controls the nearby AA gun, have it target Bear Force One, and wait a bit.

It works, but completely unnecessary. By that quest you should always have bad relations with the NCR, the key is you're supposed to disguise yourself (and he says straight away that the rangers will see through your disguise, so you gotta avoid the rangers), and figure it out from there. You got a ton of options on how to kill kimball. Whatever though, you got through it in your own way, just you didnt have to ruin the legion questline to do it.

Yeah I probably messed up the story by doing that, I don't think that the NCR and Legion will attack the Hoover Dam after I killed Caeser. So my logic is not the best, but damnit, it's logic.

Nah you cant ever mess the story up in new vegas, which is nice. The fail safe way is to take the Yes Man ending, just follow the "Wild Card" quests. But yes, by that point in the main quest, you cant go over to NCR or House (as you had to kill him for caesar earlier), but you can still install yes man into House's computer, and go from there, luckily!

Sorry if I'm late to the party on this, but I just finished that quest last night and found out a way to get to your Legion affiliate without alerting the Rangers. The key is to stay hidden, walk a little until detected, stop, and repeat, over and over until you notify the Legion affiliate that you're ready, and then move into position in the same way. It feels lame that the disquise didn't work better than it did but it did allow me to get into a sniping position near the memorial statue. Otherwise this quest objective was pretty frustrating cause it didn't seem to matter where I was hiding, if I moved too far, the Rangers detected me and sounded the alarm.

Use a Stealth Boy to sneak along the left cliff to the sniper perch, kill the sniper undetected, then wait there and headshot Kimball.
