I have seen a NCR hit squad appear at the other legion area Nelson and the results were the Rangers won but had only one member left. At the outpost they did not kill even one legion assassin. The outpost had NPCs from a mod (which are rather sturdy), a sentry bot, caravaneers (3), a traveling trader, a mercenary, about 12 or more NCR soldiers and they still lost without killing any of the enemies. At Nelson all they had were legion mongrels and the common legionaires there were only about 12 of them plus 4 mongrels or so (this happened when I did not mod the game at all yet).

Legion: 4-17 armor, machete, cowboy repeater OR hunting shotgun OR throwing spears OR lever-action shotgun OR marksman carbine OR .44 revolver. Always carries food and various healing items.
It's not really a fair fight. Those were ASSASSINS, that have vastly better equipment than the base legion warriors.
I also agree that the Legion Asassins are Elite Troops while most of the NCR in Mojave are poorly trained, with incompetent leadership, and almost zero motivation. A trip to an NCR base will produce no end of self-pitty bravado and excuses.
To share a war story similar to Discreet Pigeon's, my PC savaged a Legion Assassin squad near The Raid Camp and was chasing the lone survivor. She saw an NCR patrol approach and climbed up on a knoll to watch. The Centurion stopped running and attacked the NCR - in just a few minutes there was lots of NCR gunfire but the Centurion literally tore them apart with a Super Sledge. Then another 3 man NCR patrol appeared and the same thing happened. It took 2 trips to Novac to carry the loot. And the Centurion - the last she saw of him was headed south in the direction of Cottonwood Cove.
