Colonel Hsu wont send help to Bitter Spring ?
He refusing to send. I done all tasks in Camp Mccaran and still he wont help. What to do ?

You must be idolized with NCR. Did you actually do all his quests? You're supposed to solve the sniper squad's problems, but once you do some stuff in Hsu's camp, they relocate to Forlorn hope.

I google it and yes, i done all. My reputation is not idolized because before i killed 3 NCR solders. Is there any other way ?

keep doing more NCR quests around the game and get more reputation, become idolized and profit
